      True if the camera is active

      Start the camera. This is generally not needed as the CameraHelper starts the camera when this surface becomes visible.

      True is the camera was started successfully

      Stop the camera. This is generally not needed as the CameraHelper stops the camera when this surface is hidden or gone.

      The TextureView's onSurfaceTextureAvailable only gets delivered on initial creation of the surface, and it's possible for us to miss it. Unfortunately, our camera startup is tied tightly into the surface available message, so missing it means that we never start the camera. This method provides a mechanism for re-sending the surface texture available notification. The notification will always be performed on the UI thread.
      Returns:
      true if the surface exists and the notification was sent, false otherwise.
